Responsibilities:

  • Assists the City Engineer in administration and management of division activities with regard to all aspects of storm water drainage.
  • Acts as the City's Floodplain Administrator.
  • Plans and manages the Community Rating System Program.
  • Serves as primary contact with FEMA and the Community Rating System.
  • Pursues grant opportunities related to storm water infrastructure and planning and prepares the grant applications for submittal
  • Performs hydrologic and hydraulic analyses as needed for development of better floodplain delineation or to assist in the design of improvement projects.
  • Plans, directs and coordinates engineering design and construction of public infrastructure projects which primarily involve storm sewers, creeks, and other forms of drainage infrastructure.
  • Participates in master planning of drainage infrastructure needs for the City.
  • Provides team leadership in the preparation of plans, contract documents, and specifications with regard to storm water projects.
  • Serves as project manager on engineering contracts for special studies and/or project design, and on issues relating to modifications or amendments to public policy issues.
  • Estimates cost of proposed projects to aid in determining priorities, project feasibility, and to ensure orderly disbursement of public funds.
  • Reviews and modifies drainage design guidelines, construction specifications, and construction details.
  • Assists in developing and maintaining the City's Storm Water Quality Programs.
  • Responsible for modifications to the City's Storm Water Ordinances.
  • Reviews development proposals for compliance with city regulations and communicates these regulations to developers.
  • Reviews and approves engineering designs, reports, plans, and specifications for drainage and infrastructure improvements for public and development projects.
  • Implements departmental policies and assists in determining department policies and budgetary needs.
  • Performs related duties as required. 

Hiring Range:

$58,500-$79,000/year (depending on qualifications)

 

Minimum Requirements:

  • Bachelor's Degree in Civil Engineering plus at least six (6) years of professional engineering experience with public works, storm sewers, sanitary sewers, and water supply systems; or a Master's degree plus at least four (4) years of experience as listed above; or a PhD plus at least two (2) years of experience as listed above.
  • Must be a Licensed Professional Engineer in the State of Texas or ability to gain reciprocity within one (1) year of hire. 
  • Floodplain Manager Certification is preferred. Must be able to obtain within six (6) months of hire as a condition of continued employment.
